A deputy is a person elected by a group of citizens to the bodies of power (the legislative/representative power is usually meant). One can become a deputy as result of party ticket election or election with a list of candidates in districts about territories. Generally, a mission of a deputy is representation of citizens' interests in the power bodies and defense of their rights fixed in the Constitution and the laws. A deputy is proclaimed absolutely independent, however this is not true because a deputy is usually bounded with the party's discipline. Moreover, there are groups in the parliament that also have their special discipline.
