Para 1: Who were the main characters?
Where were they?
What were they doing?
Paras 2-3: What happened?(events in the order they happend )
What was the climax event?
Para 4: What happend in the end?
How did the characters react/feel?

Suppose someone is showing me a photo. There are many people in that photo. I want to ask what those people do in the photo. So, grammatically, I should use past tense because this photo is taken in the past, and those people may have stoped and left the place. But, "what were they doing" sounds more odd to me. I'm here for comfirmation. Thanks in advance.
