In my opinion, this passage violates the child's right.Аccording to the perception the policeman would have to punish the authorities for not caring for the children properly. However, this is not the case, because after reading the essay, we learn that this policeman was on the side of the workers' home. And all because long-standing care for the poor, orphans, the infirm, the lonely elderly was in England the affair of the church and the religious community. And this author wanted to show in the work. With the introduction of a new law and without that charter, parish charity turned into a grudge over the very idea of mercy. The shelter for the poor, a work-home in most parishes turned into a real prison, a place of indescribable suffering. The hardest thing in these conditions was the fate of children.
