We need to develop a system to eliminate the possibility of buying driver\'s license by citizens. These drivers do not know how to drive a car properly. Because it makes traffic jam. Another solution is: changing from driving car to bicycle driving, providing separate bike paths. Also all drivers have to be more polite on the road to each others. If the driver does not violate the rules on the road, it will not cause the created traffic jam.
