Has and has got have the same meaning (иметь). Has is the third person singular form of the auxiliary verb to have.

We can say — I have a book. — Or — I have got a book.

We can’t use have got with meals. We can’t say — We have got breakfast. We say — We have breakfast.

They have got a car. 

They have a car.

Tom has dinner at 2 o\'clock.

Mary has tea with milk.
