Эта конструкция ставится в начале предложения, чтобы обозначить местоположения предмета/предметов. «There is»  используем для одного предмета, «there are» - для нескольких. С неисчисляемыми существительными употребляется оборот «there is».

There is: a boy in the classroom, a cup on the table, a lady in the house, a pencil under the chair, a picture in the room, a puppy in the box, an ice cream on the table.

There are: children in the classroom, two apples in the bag, four balls under the table, new words in the text, two carrots in the basket.
