How do change in society influence people’s culture? What can slow down or speed up cultural development?

It depends on what kind of change was meant. Some idea can slow every development in culture because people concentrate on something which they do not understand or understand differently. Awareness that people are more than they think about themselves. And awareness that they have more power than they imagine can speed up development in culture.
