a. \"Where\'s Tom?\" \"He is having a bath.\" Действие происходит в момент речи, выбираем the Present Continuous.

b. \"Do you want an ice-cream?\" \"No, thanks. I don\'t eat ice-cream.\" Действие является постоянным для говорящего, выбираем the Present Simple. 

c. We can\'t play tennis because it is raining. Действие происходит в момент речи (есть контекст), выбираем the Present Continuous. 

d. I don\'t understand what you are saying. To understand относится к глаголам-состояния (выражает умственное действие), используется в the PResent Simple.

e. What are you doing tonight? Действие относится к ближайшему будущему, выбираем the Present Continuous.
